Does This Look Like a Bacteria Bloom?

So I just rescaped my 15 gallon with aquasoil. I've been struggling with water clarity issues due to the aquasoil (and I've pretty much wrecked my scape in the process :mad2:), but with a shiny new canister filter outfitted on the tank I think the cloudiness from the aquasoil is gone...I hope.

The issue I'm having now is that the water is still cloudy. It's been over a week since I changed the substrate and the filter itself is brand new as of today (I stopped running my old filter on the tank 2 days ago b/c it was causing major issues apparently).

So does this look like a bacteria bloom or should I be looking into other culprits?

do you have any white styrofoam cups? put some water in one and look at the color of the water.
if it's greenish i would think algae.
i think bacteria tends to be whitish
 
I should have mentioned, the greenish tint is from my camera (stupid high-tech thing that I can't figure out :headshake2:). The tank is definitely a white color
 
then it sounds like a bacterial issue to me. i had a similar prob once and all i did was pull out 1 plant from my tank.
 
it only took a few days to clear up for me though.
i'm not positive on how to clear it up but i would chill with feeding for a bit. try to cut back on the nutrients that are going into the tank so that the bacteria can starve itself out.
