Dwarf Hairgrass and algae

I am finally getting my tank back to some semblance of order after the hurricane debocle. Anyway, I seem to have gotten the hair algae mostly back under control, but I am still having issues with my dwarf hairgrass. It is growing large matts of black algae in it, and it is really hard to get out.

I have 4x55 watt kitt on my 75 and things are mostly great except it. I have another carpet plant on the other end of the tank that is growing great.

I am also having a few issues with my HC, but that is mostly just getting the remains of hair algae out of it.
 
why not douse tank with tetra algae killer? not full strength but partial dose, thats what I do to keep my tank under wraps 3/4 proper dosing and added on water changes for 5gallons.
