I saw some awesome Dwarf Puffers at my LFS. I know they're not community safe, and that they'll often fight among their own kind, so I'm hoping to eventually keep a single puffer in a small tank. What size would be good for one puffer? I was thinking of getting one of the Fluval Flora desktop aquariums (7.9 gallons).

That size would be great for a single puffer. Lots of filtration is a must.

Yep that's ok for one just not two. But I will say that each puffer has there own personality. I have 3 DP 2 females and 1 male and they are in a community tank. Everyone is great and they never pick on anyone. Make sure you have plenty of plants/rocks and driftwood so they don't get bored, mine love playing in my overgrown hornwort but they did glass surf for the first few days, I was worried about them but they all stopped a couple days later

You could probably get away with 2 in 7.9 especially if you get a pair or maybe 2 females, minimum recommended is about 4 gallons per puffer.

Depending on how young you get them, they only show signs of sex when they are juveniles, I got lucky. If you get 2 males then they will fight in a 7.9 but 2 females will likely be ok as would a male and female.

Males will have a nice brown stripe going down their belly and be football shaped. Females are fat heifers

5 gallons for the first dwarf puffer and 3 gallons for each dwarf puffer thereafter, though once you count for displacement of substrate, decor, and anything else in the tank, you will only have room for one.

Make sure to have lots of decor and plants. Live plants if you can!

I'd say 5g minimum and overfilter the heck out of it.
