Dwarf Puffer?

I am planning on setting up a shrimp and snail tank, However I know that populations can quickly get out of control with Ramshorns. Would a dwarf puffer be a good idea? or is there something else that will eat the smaller ones and not harass the bigger ones?
 
They would make life a living hell for any inverts regardless of size

If you get a puffer it should be the "tank star" not the inverts

Thats why I asked for alternatives along with if they were a good idea. :)

I won't get the puffer but I do need a viable alternative :)

Assassin snails can keep the ramshorns in check. If you need to cull your shrimp population I'm sure your axolotl won't mind helping.
 
where do I get assassin snails? I even had to ship in the ramshorn snails and cherry shrimp.
 
the only possible and viable option for a fish that will eat shrimp and snails but not all of them would have to be small and extremely lazy possibly some sort of catfish

anyone know the feeding rate of bumblebee cats?
