Eheim 2217 Problems

I recently aquired a 2217 that hasn't been in use for quite some time. I start the siphon and fill the canister as directed, but when turning it on it won't actually pump water through the outlet tube. The motor makes quite a bit of noise as well.

If I hold the the outlet tube below tank level the water will flow through fine via the natural siphon, but when placed above in the tank where it should be, the motor isn't pumping it through.

Is the motor screwed or could something else be the problem? Is this the type of problem that someone with basic knowledge could fix? I would greatly appreciate any advice.
 
I just turned it on briefly with the top removed and impeller exposed, and the impeller spins fine. The media is brand new. Apart from removing the impeller/shaft what else is there I can clean?
 
I did this yesterday on my 2215. Are you siphoning from the intake to the canister?
 
As long as I remember having eheims, they were always a pain to start, especially since my filters are to the side of my tank.

Just try to get as much water in the inlet, to help the filter jumpstart itself. I dunno, it works for me.
