Has it been doing it the entire time or was a sudden thing? How did you acclimate it to the tank and has it been eating? Do you have other clowns? Did you purchase it mail order or local?
Sorry, to shoot questions at you but, it may help in getting you a diagnosis.

Is this the only clown fish in the tank? What other inhabitants do you have in the tank...

With it being a new fellow, thye do somtimes act strange when first introduced..has it eaten yet? Does it look like its gasping for air?

I have found that clown fish can have one of the most wierdest behaviour pattens in the fish we keep...lets face it, what other type of fish would host a powerhead???

Seriously, at face value, i would not worry about it for now. I think it is just getting used to its new home. Just keep a close eye on its behaviour and let us know of any changes in behaviour...

Dont see anything woring with your current test results..

ok

it has been doing it since later last night and i acclimated it using a drip system exchanging all the water in the bag over the corse of 1 and a half hours and i bout it localy from "big al's"

its

its the only fish in the tank and i have 3 blue leged hernits and 2 snails could it be because i dont havve a power head in the tank?? its only a 20 gallon tank

That's the most likely situation it's at the top because it's trying to get oxygen. most of the o2 in your tank has been used and well will continue to be used faster than it can be resupplied by osmosis. I would fix that situation quickly or you'll loose the fish and likely have a massive cyano issue. Have you cycled this tank?

yes i did cycle the tand and i do have a constent flow of water falling into the tank from above the water line

what is cyano issue

Tanks usually get an outbreak of bacteria when there is not enough flow ( lock of water movement ) and a high level of nutrients..Another term for cyano is red carpet...or red slime..its like a coating of slime over the sand and rock..
