Fin rot on my angel?

Please see the attached 3 pix (large - 1MB each).

I have 3 angels. I used to have 5 but returned 2 due to overcrowding. You can see the current tank setup by my sig below. Water parameters are ph 8, ammonia 0, nitrite 0, but nitrate recently has been spiking and was at 20 (about a week ago) but is now at 80. I do a 10% PWC every week but will be doing now a 10% PWC every day until I get NO2 down to 10-20 again.

The angels have been together for 3 months. There is one that is a bully so I am not sure whether the fins have been attacked by the bully or whether it is fin-rot.

In addition to the PWC, I am adding in 1tsp/G of salt (tank is currently salt free) on the first PWC today.

Should I add in some anti-parasite tablets or any meds at the same time? Or should I wait to 1-2 days to see what happens?

Needless to say, only the 1st pix is the one with fin-rot; the other 2 pix are of the healthy angels. The sick angel is not eating and hanging out near the water surface.
 
That looks more like aggression to me, but I'd take a long look at your stocking- you have an awful lot of fish in that 30 gallon.

If you have a quarantine tank I'd move the injured fish, keep the water quality high and see if it improves. Should heal very quickly if it's nipping vs. fin rot.

The two Koi will be going to my 450G pond I am building this summer. The platies and Tetra are very tiny.

Yup it is aggression. Saw it happen. Now I have to see if I can find someone who would be willing to take a donated, injured angel from me.
 
I see you have three...possibly the victim is the odd one out...maybe you have a pair, which would be cool
 
mated pairs are cool if they are in a large tank or a tank by themselves..

you may need to address stoxk issues ..I see you have a 30 with (currently ) 3 angels...
that tank is better suited for 2 with only room for a few target fish.
