well planted, some bottom showing
1 aponogeaton
hydrophilia
egeria
java moss
anubius nana
microsword

1 otto(staying in tank) and guppies to be moved for new fish

ph 7.2-7.4, low/moderate hardness, hob filter

she wants something with more personality than guppies.
one option: chocolate gouramis

open to any fish that will fit with the current set up minor adjustment aside. in other words no rift lake and no plant busters

do ram have pairing requirements? would one be a third wheel. and how easy are they to breed. breeding is not a requirment but we do have two 5 gal tanks that could be used for grow out

3 rams in a 10 might be pushin it a little. maybe a puffer would be nice

Give some info on the puffer idea. i dont know much about them.
also the personality is important. again my wife's basic criteria is fit a planted ten with a puppy dog to paraphrase a little(can't have pet mamals in our apt).
