Fishless Cycle, no hope

I started a fishless cycle on August 12, 2011. I dosed ammonia to 4 ppm and left it for a week with no Nitrites showing. I then treated with a tetra safe-start bottle and waited for a week with no Nitrites/Nitrates showing. My PH is about 8.5 or so. with temp at 78 +/-2 and aerating with stone and HOB filter. I had to do PWC to be able to lifft the tank to clean under it (son spilled soda under the tank :( ) and for the last week the ammonia has been at 1.5ppm with no change in nitrites. I'm losing faith. Please help...
 
What kind of test kit are you using?

You might want to take a water sample to your LFS and have them test to verify your results. If you dosed to 4ppm and are now down to 1.5, there should be nitrites present.

My son spilled soda under the tank and I had to be able to lift the tank and I did a PWC to drain some of the water to be able to do so. That is why the ammonia level went down to 1.5ppm after that. I have reviewed ammonia, nitrite, nitrate and ph levels and all are the same.......
 
when you did a water change, did you use a dechlorinator? Chlorine will kill off the bacteria you are trying to grow. Might have stalled it out.
