Flat dorsal fin

Hello, I got some new fish yesterday (14/02) after having the new tank set up for about 5 days.
We are a little worried about the black Moore as this morning we noticed the dorsal fin is laying flat. Did a bit of Google searching and now we are worried ?

We have 2 Shubunkin goldfish, a Red cap, the black moore and 2 weather loaches.

I've added some pictures of the Moore and the tank. I am just looking on some advice on what I can do to help if possible please.

How did you cycle your aquarium? Just filling an aquarium with water and water conditioner does not make it safe for fish even after 5 days. A link to how to cycle is at Freshwater cycling.

Do your test your aquarium water using a test kit, if so please post the results for ammonia, nitrite and nitrate?
 
I got given a solution that makes tap water safe for fish and told I just needed the tank to be up and running for 4 days, I wasn't told about doing a freshwater cycle or about the ammonia test strips, I am going to try and get what I need and hopefully I can give you the levels. I feel bad for not knowing exactly what I needed for them.

Sorry for the late reply, my black moore didn't make it but all the other fish are doing great, when I went to the pet shop that I got the fish from the other black moores in the tank had the same issue with their dorsal fins. I have bought a testing kit but I have an issue with using it as I have to dispose of it with hazardous waste ? I'm upset that the black moore didn't make it but I don't know if there was anything I could have done to help him ?
