Fuge water supply, overflow or sump return pump?

Designing my sump plumbing.

there will be 4 chambers, socks, skimmer, return, and refugium. Fuge and skimmer will have different flow rates. Should I feel fuge with water diverted from the DT overflows, or send some of the return water over to the fuge?

In other words, should the fuge get pre or post skimmed water?

I like to give the fuge pre-skimmer water in order to provide more, and more variety, of nutrients to the inhabitants. In reality though, I doubt it matters all that much. Unless you're seriously over-skimming the skimmer isn't going to be 100% efficient.

The only way to (safely) give the fuge and skimmer section varying flow rates is to divert water from the return. Don't restrict your drain(s) unless you are running a full siphon with backup drain(s) like a heribie or bean animal. With a standard durso drain, I would only recommend diverting flow to the fuge as your skimmer needs a constant water height to function 100%.
