Gold Angelfish Acting WEIRD

Help!

I have three gold angel fish. They all look alike and there is no visible signs of any disease. There is one that is acting like he has no control of himself. He circles around and spinning until he ends up hitting against a wall. He then sinks but then swims (oddly never seen before like this) to the top but he is not vertical as well. I pulled him into a net and gave him a little swim in the net to get him going.

Also, it seems that his front side fins are his only fins he can move (as far as I know). His "hanging fins/legs" just glide with no movement. He is also always looking straight up instead of straight forward.


Any idea what is happening? I just noticed it tonight for the first time. I keep the lights off during the night and on during the day. Not near a window.

Ammonia 0
Nitrite 0
Nitrate 10-20
Temp 77.2 degrees F
25-50% water changes 2x per week
