Good lilly in 10 gallon

I am looking for a lilly plant that will grow to the top of the tank in a 10 gallon.

3watts/gallon and I use the hagen CO2 system. Sand substrate mixed with some laterite.
 
Either dwarf pink lily or red tiger lotus will grow to the surface but they have fairly large 3" leaves. Allowing them to grow to the surface would shade the rest of the tank. You can keep them in check easy enough but if u want lots of plants below them you'd have to keep them submerged and not let them reach the surface. If you have lilypads only, u do not need co2 as the leaves on the surface will take co2 from the air. Another possiblilty would be brazilian pennywort. Tiny lily like leaves will reach the top. They are only an inch wide and wont shade so much.
 
I have a banana plant that sometimes sends up a leaf to the surface. I also have three different lilies... one red tiger, one green lotus, I think. The other is different, and I have no idea what it is. All three have both short leaves and runners. I keep them pruned back so that there are never more than two leaves on the surface. Some aponogeton will send leaves to the surface too.
