That's my best guess. Whatever it is, it's killing the older leaves on my wisteria. Not sure of the cause or what to do about it. Any information appreciated. Thanks.

Blech. I have that on some of my flame moss. Fuzz is right.

Does that section of the tank get enough water movement? I just cleaned one of my 2 mini canisters because I realized the flow was almost nil! What is your dosing regimen? lights? CO2?
 
I think waterflow is good; all plants are swaying back and forth slightly. I dose dry ferts and have: N 15-25, P 0.5-1.0, Fe 1.0, GH 10-12. Light is 55 watt CFx10 hrs over 29 gal., and pressurized C02 with drop checker green to yellow. Eco-Complete substrate, and 10 gal WC every week.
 
I have made my own 4dkh according to the following formula: 1 smidgen spoonful of baking soda in 3 pints and 1 cup distilled water. Don't have an airstone, but I can adjust the outflow of my cannister filter so as to agitate the surface, although I haven't done so because of co2 concerns. Can easily up my KP04 dosing.
 
I have the same algae on my wisteria. They develop on the older leaves and end up killing those leaves. I think I have too much light.
 
use a 1/2 tsp measuring spoon if you have to.

dissolve it into 2 cups of water and only use 1oz of that.

pour that ounce into 3 pints of distilled water and add another oz of distilled water.

for a 1/4tsp measuring spoon do the same thing with one cup of distilled water instead of 2.
