Hair algae

What can I do about hair algae? Here's some pics, can you tell me if that is what this is?

tank size? types of light? photoperiod???

just taking a wild guess, but i would turn the lighting down about a half hour to a full hour and see if that helps!

40 gallon breeder.
Nova Extreme T5HO 1-39 watt 10K daylight, 1 39 watt Freshwater (I can't remember the details of the second bulb)
Aquarium Strip light -One 19 watt Freshwater (something or other for plant growth, I don't have the details written down and I forgot, lol)

I turn on a regular floor lamp that is near the tank at around 9am. Then I turn on the strip with the 19 watt about 11am, and turn of the floor lamp. I usually turn on the other fixture with the two bulbs around Noon or 1pm. Usually leave all three bulbs on until around 9pm.

No ferts, but I dose with Seachem Flourish about once a week.

Would some kind of shrimp eat that?
 
or add a touch of DIY CO2
 
You can also try using Excel, which has anti-algae properties in addition to providing a carbon source. You might also stop dosing the water column with Flourish and try in-the-substrate fertilizer tabs to keep the nutrients away from the algae . . .
 
Thanks for all the help. I'm going to have to do a little research on the DIY CO2 to see how you do that. Should I go with the Excel and root tabs, or would one be better than the other?
 
I'm having a similar issue in my Endler's and RCS set-up. I've been thinking about temporary moving my Siamese Algae Eater from my community tank to the 'hair algae' set-up for a few weeks but I'm still contemplating. Good luck! :)
