I've got 9 harlequins in my tank and they're hilarious. Roan was right on the money when she said that harlequins just don't care who is around or even in their way.

Every morning mine school up and race from one end of the aquarium to the next, speeding up as they race under the filter current. Yesterday my wife's angel happened to be in the way and got bowled over. I spent about 10 minutes cleaning coffee off the front of the tank!

On a serious note, they're bright, colourful and very hardy. I love em!
 
I voted other... neons are to common and not very hardy at all, In most cases you need to purchase about 20 of them in order for the 12 you want to live because your going to have a bunch of them die. Harlequins are pretty cool but I still wouldnt go with those either. Maybe a schoal of black phantom tetras or something like signifer or celebes rainbows would be cool. Another pretty cool fish is white clouds they are the cheapest and hardiest out of them all
 
I have a school of 10 rasbora espei in a 29 gallon and love them, lots of color and action. They are also nice, gentle tank mates. I think rummy nose are nice, too.
 
The rasbora's are my pick, but a large school of neons look great IF you have the right kind of lighting. For example, some fish/pet stores put this special kind of lighting so the neons light up and are, well, neon. On the other hand, my planted tank needs full-spectrum flourescent lighting and it seemed like the bright light would make them light up even more, but it actually dulled the color of my neons!(not permanently, just when you look at them they weren't as shiny. As beautiful as these fish are when they are under perfect lighting, if lighting isn't great they look dull and not half as atractive. Rasboras are great, colorful little fish to have around and bring a much more striking appearence to your tank, especially with your clown loach. So if it were me, I'd go for Harliquin Rasboras. Also, I have a blue three-spot gourami thats seems very peaceful but the pet stores catogorize him as semi-aggresive. They call the dwarf flame gourami a community fish and say i shouldn't put it with my three-spot. I really hope this isn't true, does anyone think you can keep a dwarf flame gourami with a three-spot? reply here or directly to me i'm angelfish123

what lightning is needed to "light up" neon/card tetra? i noticed the same thing. My glofish is just red, doesnt light up at all. But at the pet stores, they all glow(like neon tetra) very beautifully. So it must be the lighting? not sure what they use. Guy working there wasnt too sure either, but he said it's definitly not black light.
