Well i am from germany and know they still use chlorine. I cant speak for every water plant in the whole country though...obviously.

Other, was out of dechlorinater and forgot, did a 25% water change, realized I was out of it, forgot the whole thing again, then a week later remembered and got some and no fish ever died! Lucky and stupid me!

Just recently I did a large, 75-80% water change and I did not add enough dechlor, found almost half the discus dead the next morning.

I really am not sure if I added the second capful or not. Now the remaining fish have damaged looking gills.

I am completly amazed...I had know idea so many people did not use it, I thought it was one of those MUST DO things. Wow and those who don't use it haven't lost their fish?!
I do use it and have forgot a couple times but remembered soon after luckily no fish have died. I use it after I fill the tank, have been told I could just add it to the water I am adding but I use a 5/g bucket and don't fill it (gets to heavy), so I'm never sure how much I should add.

it also depends on a lot of factors: how big the tank(s) are, how much chlorine/chloramine is in the water, and how big the water changes are.
Doing a 25% waterchange on a large tank -- it may not matter as there is room for "error". Doing a 50% on a smaller tank doesn't leave a lot of room for mistakes.
The tank I poisoned was only 2.5gals and I did an 80% change, so the fish got a full dose of 1.0 ammonia. Had I done a 25% change, she might have had a chance.
