Help ID'ing this green stuff on my sand

Anybody know what this is? Good, bad or Neither?

Looks like cyanobacteria/green slime/blue-green algae to me. Often occurs in young tanks. It seems to pass after a little while, but you might want to siphon it off if it bothers you.

If nutrients are too high, and circulation too low, it can become a nuisance.
