Help starting Eheim 2224 Canister Filter

Hi, got the Eheim 2224 I bought today.

Got it all setup and all pipes connected, but can't get it to start.

When I plug it in without water it goes and sounds like normal so it definitely works.

Anyway I filled the canister with water, plugged it in and it occasionaly makes a slight clicking noise, and I tried sucking as hard as I could on the outlet but it still doesn't go.

There's two levers, one beside the outlet and one beside the inlet, but I can't push them without breaking them, hard to push but if I push too hard I'm afraid they'll break.

Any ideas on how to get it started?

Surely it should of came with a manual? Incase it didn't here is a link to a downloadable manual from the ehiem site:

Get the whole thing filled with water and close it up, and then try plugging it in.
