Help...tetra seems sick!

Anybody help me out on this? My tetra when I came home was barely floating off the bottom of the water and seemed/looks more of a white color than normal. Does this seem like anything or am I overly concerned? The other tetra doesn't seem as white and is moving more. I had left the light off until I got home (was away for like 4 hours)....do they rest on the bottom and change color when the light is out?

Help I'm concerned! Readings I did almost instantly after noticing (see below):

PH: Consistent 7.9
Ammonia: 0
Nitrite: 0
Nitrate: 20-30
Temp: 79-80F

Is it like a whitish film on the boday or does the fish look "pale"? How long have you had the fish? If you've bought it recently maybe it didn't adjust well to your water parameters compared to the fish store.
 
This is just a guess, but have you done a water change recently, maybe the water wasn't dechlorinated or didn't have a similar pH or something like that?
I first was going to guess Chilodonella but it's hard to be certain.

I'd be doing daily 50% water changes until they recover or you identify the issue.
 
Well it turns out that not only was the neon tetra a little pale and was removed for quarantine, but in the process a life saving event took place to resurrect the clown loach. The clown loach had got himself stuck all the way inside the castle decoration so much that he couldn't get out. So I had to cut the castle into pieces to get him out. After much work and some fish saving....all fish seem to be alright. There are some fluctuations in the chemisty since the rescue, but I'm working with water changes to keep it at bay.
