I thought my angel had ich, but it is not the case since I dropped the salt level to 1.009 and treated it with medication, just got worse. His body seems to be covered in fungus, large white blotches on his body. Any idea what this is?

Maybe velvet, Amyloodinium. From what I remember, it is more resistant to hyposalinity than the fish are. I've never treated it, though.
