right click yer picture go to "open with" there should be "paint" when that opens and you see your picture go to the top at "image" "stretch and screw" thenm alter both length and width at the same # for ex: 50x50, 30x30 21x21.etc how ever big you want the pic
save it to a folder on yer comp then go to browse find yer picyure and then up load. if it still says its to big go back and strech and screw it again for a smaller size.

You can add them as attachments by clicking on the manage attachments button in the Additional Options pannel in the full reply form. Personally, I think this sites bandwidth is limited enough that I/we shouldn't be using attachments at all, rather hosting our own photos. Search for free image hosting, and use one of those sites. The site is better off in the long run. What your screen shows when you use the image tags is the picture. What the site sees is a line of text. Lines of text take up much less space than attachments or pictures.
