How do I convert a fluorescentlight fixture to "rapid start" ???

I've got an old "tube"tank set up........ I think its 31g......... It's 2 15 gallon tall tanks connected with two 4" clear cylinders (Hence the name "tube" tank).

The problem I'm having is that it utilizes 2 older style fluorescent lights. These lights are of the style where there is a ballast wired into the cord between the outlet and the switch. In order to get the lights to turn on, you have to hold in the switch until the lamp fires, then release it to turn the lamp on fully.

Does anyone know of a way to rewire these lamps so that they may be run on a simple on/off switch (I intend to use a timer if possible). I imagine the terminology I'm looking for is that I wish to convert to "rapid start". No retrofit is possible, as the fixtures fit down into the openings on top of each tank.
 
Yes, it's the ballast, and I'm not sure if you could replace the existing one with a new one, so I'd not do anything permanent with it. Find out if the old ballast is removeable and take it to an electrical supply house.
