to attach onto something? I've had some java moss rubber banded onto a piece of driftwood for about 6 weeks now, and it doesn't look any different than from day 1. I also have java moss in another tank that's tied onto driftwood with cotton thread, and it's the same story. Although i attached java moss along the entire length of that wood.
How long is java moss supposed to take

Java moss attaches pretty quickly if you notice it growing. Give it plenty of lighting, cooler water, and water current, and it should attached to your wood pieces within 2-3 weeks.
