Yeah, when I got guppys, they were both ganging up on my Sword Tail named Otis. I had to get rid of them and give them to a friend.

It always seems like guppies are the prey for even the most peaceful of fish...I've learned not to keep them with other fish, just in a guppy only tank.

A formula in Gregory Skomal's "Setting Up a Freshwater Aquarium" suggests one inch of coldwater fish for every 30 square inches of surface area, or one inch of tropical fish for every 12. (Body length, exclusive of tail.) This seems to make more sense than just volume (gallons) for estimating available oxygen since it is only at the surface that O2/CO2 are exchanged with the air. Naturally there are other variables such as surface turbulence, water temperature, species behavior (active, sedentary) etc. but it is one way to at least start estimating.
