Well, I finally got my second canister for the tank (a Fluval 405) as I was happy with my original one, it is extremely quiet, and supplies are plentiful for Fluvals here. Anywho, I plan on eventually phasing out at least one of my HOB Emperors as it gets louder with time. How much surface agitation is required for oxygen exchange without HOB's? (especially a tank with few plants) I don't have any airstones currently but some of the powerheads and canister outflows can be positioned near the surface.

I don't think it would take a whole lot. You would probably be fine positioning a powerhead so that it just ripples the surface a bit.
You will want to have some surface aggitation of course so there is enough oxygen in the tank but it has been my experience that planted tanks or at least most of them like very little surface movement because it gasses off the co2 for the plants and then they do not get enough of it. You have to kind of play with it and see what works out best for your fish and the plants.
