How to cheaply take care of these plants?

I'm cycling a 36 gallon tank, and last week I bought what appears to be two swords from Petco... they're all yellow now. I also just received a plant package through the mail, and even though they're in great shape, I'm worried that they won't grow or wither away like the two swords...

The plants are these:

1 Amazon Sword, Echinodorus amazonicus
1 RED Amazon Sword, Echinodorus "Red Rubin"
1 Amazon Sword, Echinodorus "Ozelot"
1 Ruffle Amazon Sword, Echinodorus martii
1 Anubias, Anubias congensis
1 Anubias, Anubias barteri
1 Anubias, Anubias hastifolia
2 Java Ferns, Microsorium pteropus
2 Java Moss, Vesicularia dubuyana
4 stems of RED Ammania, Ammania gracilis
3 stems of Water Wisteria, Hygrophila difformis
3 stems of Narrow Leaf Hygrophila, Hygrophila salicifolia
4 stems of Egeria, Egeria (Anacharis) densa
5 stems of Bacopa, Bacopa monnierii


I contacted the seller and he said that they all grew in his 1 watt per gallon tank without CO2, but to be honest I have no idea how many watts per gallon my tank has. It uses a regular strip light with what I'm assuming is a regular bulb. An inch or two of regular white substrate.

What is the most cost efficient way to make these plants grow? Buy plant bulbs? DIY CO2? Ferts? Looking to make the tank as low-tech as possible (low on $$$) but I also want to make sure they survive and hopefully flourish. I tried googling how to care for each plant, and honestly almost all plants have mixed reviews on their requirements.

Most of those should do well under lower light without CO2. I would recommend getting some flourish liquid ferts at least until you stock the tank with enough fish to provide nutrients. Watts per gallon is an outdated measurement. It was a good standard when all lamps were equal, but there are now so many low watt options that also put out the same PAR (the value that plants actually use) as older high watt lamps. What lights do you have now? You might already have enough, or you may have a fixture that would benefit from a different lamp.

That said, if you got the prepackaged plants from petco, they are grown out of water and usually have an adjustment period.
