Achieve world peace?

I have two ways:

1) Global Empire - An empire that spans the globe and ensures that no wars be fought by crushing all those who seek to create conflict.

2) Weapon of Terror - A weapon of such absolute power and destruction that, once used, it creates such a terrorizing result that humans are scared away from war altogether. This will only last until we forget what happened and use the weapon again.

So, what do you think will work?

Look at Nagasaki and Hiroshima and rethink #2.

Actually, that is a perfect example of what I meant with #2. Two cities were destroyed, and it effectively ended WW2. Humans are now so terrified of nukes that the idea of nuclear war is so horrible we can't even imagine it happening (at least, not on a large scale. How many people worry about a nuclear terrorist attack?)

If someone had a weapon and said "Do it or you die" that would work. If they were not separate nations, it would have much the same affect. Humans need to stop thinking in terms of nation and start thinking in terms of species.

Then the weapon obviously wasn't bad enough, and the global empire wasn't global, it was just an attempt rooted in a bad place.

So far I have yet to see a workable way for the entire human species to get along without widespread war, just reasons my 2 ways won't work. Anyone actually think they have a workable way for peace, or have you given up hope for peace in any form?

Also, to those who say that peace does not exist despite nukes being used, I said "temporary peace" for that one. Fear caused by a WOMD would only last until people forget about the devastation. After the bombs were dropped, WW2 ended, and there was a short bout of peace. Then we forgot the devastation and started up war again. Thusly, the weapon needed to be more powerful, then it will have a longer lasting affect on humans.

Actually if you look at the two periods in recorded history that were relatively the most peaceful you will find that at the time one country was powerful enough to dictate terms to the rest of the world. Look into the Pax Romana and Pax Brittanica. Peace while desirable is simply not in our nature. Methods used to achieve peace that deny human nature are eventually doomed to fail.
