I need a gift idea...

I would suggest 2 gifts, one functional and one gadget. You said he works outside so i would suggest a Camelback, its like a backpack but has a bladder that holds liquid. The liquid is dispensed through a tube that when bitten releases the liquid. I have a couple that i use when i bike long distances, very very useful. For the second gift i would say an MP3/video player. Very handy for long trips in the car or on a plane.
Of course i've always been happy with my SO just putting a bow on herself and calling it good.

Thanks for the great idea.... my DH's birthday is coming up and I thought he had every hunting gadget imaginable until I saw those backpacks.

Still more or less stumped, but laughing now 
The man has more gadgets and gear than he knows what to do with. He's got a camelback for biking already, and he's got every camping/biking accessory known. He'd love the GPS But I'm already thinking of that for Christmas. Anywho, he uses mapping grade GPS (think of a little handheld, but on 'roids - millimeter accuracy) for his work.
So for now, I think gadgets are out.

If he's really into camping and such, what about a good book on local hiking trails? Or for an area you know he wants to visit? It's amazing how much more I've enjoyed hiking since I started getting books on the area to go through first. You get to find out so much of the history, and can identify the 'must-see' things more easily.
Other option--magazine subscription? Lots of recreation oriented magazines out there, with lots of cool info: where to go, gear reviews, etc.
Another thing I know is popular: Annual park passes! Makes it cheap to go have fun for an entire year.
