I don't own a camera (have been using my roommates to take photos), and figured if I'm going to buy one, might as well make it aquarium-friendly. I don't know much about cameras, but I know that manual zoom and a fast shutter speed help a lot with photographing tanks. However, I am on a budget, so I need something that's not overly expensive. Specifically, I don't want to spend more than $200. Any recommendations?

I've found that in the world of digital photography you really do get what you pay for. I would check out www.dcresource.com and find something in your price range that take a good picture and high ISO.

Look at the Canon Powershot line. I use the Powershot A610 and get pretty good fish pictures (see the my tanks link in my signature, there are photos in that thread that I posted). It was $200 at the time I got it last year, so you could certainly find a camera with better specs now in that price range.
