That algae looking stuff is most likely fungus. You need to start treating him asap before salt won't be enough and you need to use harsh medicines. Either pull your plants out (put them in buckets if you have to) and dose the whole pond with salt (working up to the desired salinity) or you can catch just him and give him a salt dip. I prefer the 1st method in a small pond like this.

Was the pond still losing water when the pump was off? 4ins is too much to lose to evaporation, you must have a leak somewhere. All I can do from here is say double check everything. I hope the pump is running again now though. A mature, clean, well aerated environment is very important during his healing.
