I've actually listened to Prof Rose speak, and can vouch that he conducted many lab trials in a reasonably unbiased fashion before making conclusions. The G&F contributed many fish towards his studies.

The article doesn't do justice to the level of research that was done. It was determined that if a fish was drugged, and injured, it's reactions were much different from a fish that was injured without the drugging. Once the damage was done, the fish showed no reaction--they only reacted to the actual injuring. For example, if you cut off my finger, I will react with pain during and after the even. Knock me out and chop it off, it's still going to cause a pain reaction when I wake up. Not the same for fish.

I am working on finding an electronic version of his report. I will let you know if I locate it.
