is it normal for a betta to be lazy or sluggish?

My betta fish has been acting strange the past few days. It is very slow and sluggish. And will just sit in one spot for hours, then if I try to grab him with the net he'll swim away ( i do this to make sure he's not dead). Is this normal for bettas to be so "lazy"?

What type of Betts do you have? What are your water parameters? Its quite typical for them to be lazy due to thier heavy fins, but it would be best to test water to see if there is another factor.
