Ok, what I'd be interested to know is how much of a surge of electricty it takes to turn them all back on again?

It depends on what type of lights they are. Either way, 5 minutes? Big freakin deal. The guy pulling the switch will probably offset the "savings" with labor costs.

mythbusters..... i think the electricity to turn on is = to 8 sec or something of lights being on. what ever it is turn your lights off saves money

From what I have heard they save on metal too. There appears to be a lack of razor blade use over there.
