Is my tank full?

I have a Juwel Tank 70. This is 70 litres which i think is 18gallon.

I have:
2 swordtails
2 mollies
2 guppies
2 white clouds
6 neon tetras
2 corri's
1 sucking loach

That sounds a lot but doesnt look that much.

I also have 7 guppy babies in a breeding tank.

That's a lot. The fish are most likely young still, so their current size is irrelevant. It's the adult size and behavior that is relevant. With livebreeders, the problem is compounded by their fecundity--they can overrun a tank.
