is there a way to keep tiger lotus small?

The tiger lotus in my 36bf and 29 gal are getting hugh. I pinch the shoots that look like they'll reach the surface, but they are really beginning to crowd out other plants. Is there a way to prune them that won't kill them but will control their spread? thanks
 
If you pinch them back you end up with a bush about 10"-12" wide and about as tall. Other than pruning back some of the submerged foliage there isn't much else you can do.
 
I explored a little and my single plant was now 5 plants so I took 4 out sufficiently thinning the area.
