Is This enough light for a planted tank?

hello i have a 30gallon the dimensions are depth - length-600mm, depth - 400mm height - 470mm. and im using a BOYU aqurium light the voltage is 220v/50HZ and power is 13W do u thikn it is enough light for plants to grow?

oh yea and the plants are 5:Eel grass and 5: uhh.. i dont know the name but i can always describe.. its reddish/green and its got a stem with lots of leaves :)
soz im not that good at describing lol and i keep the light on for 8 hours a day 9-5
 
No that's not enough. If you look around, there are tons of threads about enough light on here. For the easiest low light plants you would want a minimum of one (1) watt per gallon.
 
Also maybe longer light too? I just read 10-12 hours.. Do you work from home? I'd keep my light on in the evenings so I can enjoy it :) .
