Is this normal?+ How big do Neon Tetras Grow+Lights

I feed my fish twice a day? Is that too much? I've noticed that these fish don't rush for the food like my old goldfish but rather, they occasionally take a small bite from some food on the bottom.

Good indication they may be getting too much food. None of my fish let any food hit the bottom unless I overfeed.
 
Do daily water changes and tests. Don't let ammonia get above 0.25. Then your ammonia should drop and your nitrite will rise. Don't let it get above 0.25. Then it will drop and your tank is cycled. Until then at least test every day and you will probably have to do a 50% water change or so every day or two.
