i was just at foster and smith's website and they said the mininum tank for a peacock bass is 70g is the the right tank size for them?

NO, no and no again, and once more for good measure............. NO!
Research the specific type, I believe there are two types more commonly found available to general aquaria, one larger than the other.
This type of large predator needs alot of room to even begin to think of normal behaviour patterns, e.g. swimming, feeding and just lurking about in anticipated ambush.
I would determine tank size by relevant adult size (total length), with the absolute minimum being 4x length,2x width and 1.5x height and a preferred tank of 6x length, 2x width and 2x height or more.
