Hard to tell from the pic, but it looks like lymphocystis and the description of it going away and coming back makes me more certain. Lympho is caused by a virus, which means no drug available in the hobby will cure it. However it is a virus similar in nature to the ones that cause warts and herpes in humans, and rarely causes serious problems for fish unless the lesions interfere with feeding or breathing. The only successful way to deal with lympho is through maintaining the best possible conditions in terms of water quality and diet for the fish to keep its own immune system strong enough to keep the virus in remission. And btw any fish in the same tank is also infected, as well could be any fish in any tank that you share equiptment with or have transferred fish into.
