This is going to be a 55 gallon cichlid tank, and just started doing a fishless cycle. The light has 60 watts: one 10,000k and one Actinic 03 lamp plus 8 blue leds. Can I add these plants anytime during the cycling process, and do they require nutrients?

Yes you can add them while cycling. No, not really... though you may get some spotting on the java fern if it gets low on iron. Adding some ferts occasionally will prevent that.
