Java Fern

How do I get it to grow I have it in one of my 10g with the paradies fish it has been in there for a while it seems like it's getting greener and greener for soem reason and it only has a lamp light next to it and the java moss is thriving too very strange with such small lighting

Sounds to me like you got it to grow!! I've never had real good luck with it growing in substrate, but if you have a rock or especially a piece of driftwood you can attach it with a rubber band for a couple of weeks and it will root to the wood.
Anubias will grow as well in low light either in substrate or attached to driftwood.
