JEBO 36" 110W Power Compact lighting

Has anyone used these lights? They are listed on ebay for $50 each, that seems cheap. They do not have fans and I'm wondering if thats the problem.

I have always been under the impression that Jebo brand products are Chinese designs. Do your homework, buyer beware.
