Are there any signs posted in the parking lot there stating that you can't park there? Like "Tenants only" or something? Or "Visitors by permit only," "Private Property, No parking, violators will be towed" or ANYTHING? And I'd be insisting on copies of the parking requirements and restrictions, both current and past. Surely they're required to keep things like that on file, and I'd demand dated copies of when they went into effect.
If they can't prove that those rules are and WERE in effect and that you were in violation on the dates that you got towed (not from the street, you're prolly SOL there) you should be able to demand them to reimburse you, for both towing and your repairs. If you got a lawyer involved, he could probably get you "Pain & Suffering" as well, not to mention making them pay your lawyer and court fees too.
Totally sounds like you're getting the run around. Surely major changes in policy/lease terms require some sort of notice be given (like 30 days) and possibly requires your boyfriend's (as the leaseholder) signature on an addendum to the lease stating that he's away of the changes.
They can't just change policies around without properly notifying everyone and giving them decent notice to make arrangements/adjustments.

It seems anybody can report a parking infraction almost anywhere, and they are fully protected. I had my boat in my driveway for some maintenance, and when I hand pushed the wheels against some chocks before cranking down the hitch jack, the tip of the hitch ended up ONE HALF INCH over the line that separates my driveway from a very wide sidewalk.
An older lady with a dog walks by and gives me a pretty disdainful look as I am getting some fiberglass and resin ready. 10 minutes later a police officer drives up and says my boat is illegally parked, and I have to move it or it will be towed.
The police officer pointed out that the hitch was "blocking" the sidewalk. I really had to crane my head to get the proper parallax-free angle to see that indeed, it looked like it was one-half inch over the line. I got smart and said to her, "Hey, that gap is one-half inch wide and filled with gap sealant...my hitch is on top of the line, not over it." She rolled her eyes (I was right), but I just pushed it back an inch so as not to make her job any harder. We were both grinning, and I asked who was the complainer (I could already guess). She wasn't allowed to say.
In short, if somebody is being a jerk, all they have to do is come back from work, notice if your car is illegally parked, and call it in. The police have no recourse but to act. You're hosed. The manager and landlord in this act? I doubt it. Some bad neighbor being a total butt? Most likely. And they can do it over, and over and over again without you knowing it. Some vengeful @55 who you may have unintentionally pissed off months ago? Could be. The world is full of these morons.
BTW, your landlord is being cool to let you live as a lodger without even being on the lease. He could boot the both of you if he wanted (most leases allow for this if the lessor allows someone other than himself to live in the leased premises...I was once a student in a rental for a while, too). I don't think it's the landlord. I don't think it's the property manager, either, inasmuch as he is a total social retard judging from your posts.
