Legality of Red Belly Piranha in North Carolina.

I know they are illegal to buy or sell in the state, but are they also legal to bring in?
My favorite LFS here in Amherst has them for sale at 8.99$ for the small ones ( about 2 inches ) but if you get 3 then the price is 7.99. The large ones go for 25$

A friend in NC wants some and I was wondering if they are legal to bring into the state.

The law bans the"tranport, purchase, possession or sale" of eveything it bans including Piranha.
