Lighting + Hood for a 10 gallon medium light planted?

Hey guys, I need help building/buying a cheap lighting set-up for my ten gallon. I need a fixture and a bulb, as I don't have a cover on this tank. I'm looking for something thats strong enough where I don't need to also have CO2 or dose ferts. IDC if it grows normal algae, as my otos would love that. I DON"T want anything that could give me BBA, ect.
 
An incandescent hood with two spiral compact bulbs is nearly perfect for a 10g tank.
I recommend, and use, the "now smaller than ever" daylight spiral bulbs from Walmart or Menards. I believe they are Sylvania brand.
