lighting question

I need a light for my 20 gallon high fowlr tank and was thinking of the coralife aqualight t-5 series with 1 14 watt 10000K bulb and 1 14 watt true actinic 03 blue bulb. I know that with a fowlr tank lighting is not that essential but I thought of adding a couple softies like zoo's, polyps and mushrooms. Has anyone heard of or own this specific light? Would 28 watts be enough for a 20 gallon? I could also replace my hood with a all-glass top and use both the aqualight and my old single bulb hood. Any advice would be greatly appreciated.

here is a pic of the lights (if you couldn't guess:) i was also wondering how much live sand i should place in the tank
