The single 65 watt one is plenty. With that light you should be able to grow almost anything. You may be looking at adding co2 and ferts but on a 20 gal it can be done diy. The other light will give you 6.5 wpg and IMO would be too much light.

thanks a lot, i was planning on doing a diy co2. Not to sure on the ferts do know to much about them

I have that 65 watt Satellite fixture over a 29 gallon aquarium. It's quite nice. In a 20 gallon, I wouldn't go anything over 65 watts. As Plecosterone said, you should be able to grow pretty much anything with that kind of lighting. With DIY CO2, anything higher than 65 watts and algae could be a major issue.
