I've got live plants, so I change T12s every 6 months, CF bulbs every 12 - the bulbs lose intensity as they age.

You can get bulbs in almost any colour temperature you want - are you looking for actual blue bulbs (I've seen these, but only incandescent), or do you mean bulbs that emit light towards the blue end of the spectrum? The higher the K value, the 'bluer' the light - if you really want blue, you could go for something around 18,000 - 20,000K / actinic - these are used for SW, very 'blue'. If you use them alone, your tank will look a bit odd, IMO - the fishes' colours will be washed out. If you have live plants, these bulbs won't give the plants what they need to grow, so I don't recommend it.
