Looking for small, fun, active fish . . . any ideas?

I would go with Nannostomus mortenthaleri (Red pencilfish) in your situation. I just saw some last week, and the coloration of the males is absolutely striking.

At least not while other tetras are present, I have a mix of glowlights, neons, black phantoms, and a Hyphessobrycon species that was sold as a "candy cane" tetra. I have 4 big black tetras that always school theres ussualy 1 of em away from the group.theres another type of black tetra that are smaller with more contrast & colour that school but the large silvergrey2black realy command the tank ,always out front .I find the smaller tetras stay farther to the back allowing the bigger black tetras full reign plus they were like 12.99 for 2 & its hard to kill em in a new tank .// if you put in 4 convicts istead they would school into mateing groups in about a mouth or 2 but thats no community tank . But i think your looking more towards that flock of birds flying in formation under water .I forget wich tetra they are serpae or something but they arent they large fancy ruffle tail black tetras or the small black tetras, they are rather plain with large but tidey fins .they have an incredible verticle surface area & can realy move around .like when starteled they move so quick but stay in formation ,a bit of an ugly factor looking like parana a bit with a big mouth they look like minor angelfish .1 of the funniest things about them is how they eat popping it in & out of their mouths lol over n over , kinda ridiculous but for a cheap & seemingly plain fish they stand out in a community tank .If I keep feeding mine so much they are going to look like puffers . :Angel:
 
clown loaches & neon tetras will all die in a new tank.you can never have enough kuhli loaches in a tank unless its bare I always say .Sometimes they find a way under stuff & turn up a couple mounths later all huge & brave. when your going to get bad weather they come out & @ night sometimes they will run laps along the tank glass.little freaks part of a crucial freshwater cleanupcrew! If you don't like them get platinum ones & always get twice as many as your planning to buy with kuhli's (talking 20 gallon's plus) Anything under 20 gallons can hold a guppy but thats my over opinion
 
Rasbora's are good schoolers. I have them in my 40 gallon with neons and rummy nose. The Rasbora's are the only ones who truly "school" out of the group in that small tank. I have Golden Harlequin Rasbora's and they are really nice fish.
 
I second the nomination for the Harlequin Rasbora's. I have a half a dozen in my 20g, and they are the most active fish in the tank. They are also great schoolers.
 
So it seems as though most of you like the zebra danios, rasboras, and kuhli loaches right? Will a combo of two out of the three work well? Say for instance 6 zebra danios and 3 kuhli loaches?
 
Could I just add dwarf chain loaches they're fun active and friendly
